Georgia Moves to Scrap the 40,000 GEL Property Tax Threshold: Bill Passes First Reading
Families earning up to 100,000 GEL a year would stop paying property tax. Parliament plans the final readings for 30 September.
Was: property tax from a family income of 40,000 GEL a year. Will be: only from 100,000 GEL, if Parliament passes the bill in the final readings.
The Parliament of Georgia has backed a Tax Code amendment that removes the 40,000 GEL family income threshold for property tax. According to SOVA, the bill passed its first reading unanimously with 82 votes, and the second and third readings are scheduled for 30 September 2026.
What changes
Today the property tax in Georgia for individuals depends on the annual income of the whole family. Families earning up to 40,000 GEL are exempt, while families earning between 40,000 and 100,000 GEL pay 0.05% to 0.2% of the market value of their property.
The bill leaves a single threshold of 100,000 GEL. Families below it would no longer pay property tax at all. Above 100,000 GEL nothing changes: the rate stays at 0.8% to 1%.
Who it affects
According to the authors of the bill from the ruling Georgian Dream faction, about 81,000 taxpayers would be released from the tax. In 2025 they paid about 22.3 million GEL in total.
Property tax rules are the same for tax residents of Georgia and non-residents, so the change also covers foreigners who own an apartment or a house in Georgia. Family income includes the spouse, minor children and relatives who live in the same household.
What to do before 1 November
Individuals file the property tax declaration on rs.ge by 1 November and pay by 15 November. Civil Georgia reports that the new threshold should already apply to the declarations due this year.
If your family income is between 40,000 and 100,000 GEL, check the final text of the law before filing. The bill takes effect on the day of its official publication. Land tax in Georgia is a separate tax and the bill does not change it.
